This seems like it comes down to whether we consider 3043 able to activate its abilities in the first place, since if it can then it'd win.

Pretty sure SCP 3043 just won't be able to do anything, since Cueball makes everything happen. Also, considering the range listed on its profile it wouldn't be able to affect Cueball anyways, since it would be in the rock simulation, while he'd be outside of it.

He also has EE, so this match probably is a stomp.

Unless someone can come up with a way for 3043 to manipulate the plot of XKCD, it's a stomp.
