During a match where speed is equalized, speed amplification techniques are allowed, unless they lead to a victory via Speed Blitz in favor of the slower character.

Negi is MHS+ in base, making him slower than Mogami from the get-go. Ergo, the amps aren't allowed.

Even then, Mogami mind-haxes from the get-go with a thought while Negima can't even put him down.

He needs to think. In speed unequal Mogami is at least 5 times faster. The latter also only needs to think for mind-hax to take effect. In speed equal, both need to think but one incaps whle the other just boosts his speed and AP.

And again, Negima has nothing that could put Mogami down before he thinks.
