FAILSAFE is that, Batman's contingency against himself (They flashback to Babel and that exact convo btw), which he had his alter-ego design so Batman/Bruce didn't know it existed and thus couldn't plan against his own contingency.
Batman was framed for a killing by Penguin, so his contingency was activated, and without Alfred being around to turn it off in case of false alarms, it came out, and started ******* everyone up and is hunting Batman down to kill him.
It's rolled 78% off all Batman-affiliated metahumans, it has some good feats, though most on screen showings show it exploiting weaknesses so I'm unsure about direct scaling to tier 4 (And it getting damaged by a tier 7 attack might shoot that down).
I agree all the energy was used but its electrical energy, which isn't the same as kinetic energy.
