Also, another thing that puts this in his favor is his slightly higher AP. Bass is Small Planet Level+, Sidious is Small Planet.

Anyway, both have the hax to one-shot, but Sids can't mindwipe him, and given how hax resistant he is (resisting all kinda of things that should logically change the state of his atomic structure, such as black holes, being burned on the atomic level, and other things. He's one of the few bosses in Mega Man with no weaknesses as well. So IMO He should be able to resist Sidious' matter manipulation so as to not be turned into a brick.
The same cannot be said for Sidious, however.
My vote is still on Bass, due to those reasons and because his AP and Dura is higher. Small Planet+ vs Small Planet

only relatively speaking. Bass only took 1 damage from any other attack except charged ones (that didn't do much regardless). Bass takes 1 damage for 3 attacks that Astro Crush does and only takes 2 damage from Noise Crush.

Gonna go with Bass, simply because he's at the very least comparable to Starkiller and he actually defeated Sidious. Bass is a robot so stuff like soul hax won't mean anything to him, Sidious on the other hand would have a hard time fending off strikes from someone comparable to Duo and Rock. Force lightning is strong but I have yet to see it being small planet level and it's still lightning, guys like Quickman should be Massively Hypersonic and Bass is leagues above.

How about Sidious' Force Storm that is practically the most destructive ability of e SW Universe capable of tearing space and time itself. Wouldn't Sidious try to use it on Bass to win, right? And as for Massively Hypersonic it's irrelevant anyway considering the speed is equalized.
To the people saying wouldn't the Force Storm try to kill Sidious too. Lol no, there's a page in the DE comic where Sidious try to transport Luke via Force Storm, considering how truly destructive a Force Storm is. He just make a Force Protection around Luke. So Sidious is will try to protect himself with Force Protection when he's conjuring a Force Storm. Not also that, Sidious can manipulate the size of the Force Storm about small as a room or big as sizes of entire moon, thus can be use for direct combat.
That's unless you specified which Version of Sidious. If this is Legends Sidious he would Stomp every time. If this is Disney Cannon Sidious well Bass is going to kick his ass.

If it's disney canon then Bass probably wins. Not to mention Bass looking human defininatly wouldn't help matters, since sidious might try to lead with mindhax. Bass FRA, give or take.
