Base Goku Power Retconned?

I have seen people claiming that base Goku being strong as SSG during the BoG ar has been retconned. The reasons why are that SSG appeared again in T.o.P, scaling inconsistencies and various statement in R.o.F. Can someone sort it out?
 
I mean it does sound weird how he can go SSG after apparently absorbing it into base, but his base form is stronger than the SSG that fought Beerus. He gets stronger when he uses SSG because ig it's treated like a multiplier. Also what statements in RoF are you talking about?

You seem to think that base Goku didn't absorb SSG power into base. Even though he has shown the feat in base and Beerus said "You broke your limits" Why is that?

I think Goku did absorb it into base and his base form is also stronger than him at first as an SSG. Im realizing now that the reason why he can transform into SSG still is because he can still stack it on top of his base form. He has the power he originally had as an SSG in base, but he doesn't fully have god ki as other people can sense him. (this is all speculation I don't know 100%) Also as for the scaling issues, DBS is full of them, like Krillin being stronger than dbz Base gohan after little bit of training.
 
Goku's body adapted to SSG's power, he can still turn into SSG because that's just how powerful his base form is now, it's not like SSG became his new base form, that's the saiyan beyond god stuff but ignore it right now.

People will say that Cabba and the other would be universal level and we can't have that, but I explained that they make stronger characters out of nowhere.
 
There never was any retcon's, it's mostly people who are just extremely knit picky about how Goku literally just goofs off too much throughout the Tournament of Power. But there's way too many instances of Goku constantly stacking Zenkai Boosts and too many cases of "Base Goku today is even stronger than Yesterday's SSB Goku" that are very frequent in Goku's power jumping. Vegeta goes through the same practice.
 
For what i understand, only in the DBS Manga Base Goku didn't get as strong as BoG SSjG Goku, while in the DBS Anime its did get as strong if not stronger.
 
Anime doesn't have the Saiyan Beyond God thing, it's movie-exclusive.

In the Anime, Goku just outright absorbs the universe-busting power and god ki into his base self and then SSJ1, which he uses for the remainder of the fight to go toe-to-toe against Beerus, only transforming into SSG one last time to nullify Beerus's energy ball. After this, he either extensively relies on SSB or just straight-up SSJ1, since he's stacked up the zenkais so much to the point where his base self has since long surpassed his BoG self.
 
I no longer believe base Goku>SSG and that he is only universal to universal+ in his god forms.

Than why is only "SSB" referred to as "the SSJ form with the power of SSG" in the RoF arc. If just regular SSJ is already that?
