Plus Barry can see into the future to learn of an outcome where he wins or the Speed Force can warn him of a possible future where his life is at risk.

Hyper Sonic is no longer an Outlier. The Super Emeralds appear in Sone Adventure and Sonic Mania.

But like, Sonic is also 2-A here, you can't use Sonic's actual tier but not Flash's, if Sonic is only 2-C then Flash is only 4-B

Yeah this is fun and games for a reason people, Jay Garrick doesn't actually have immeasurable speed (except when traveling through time) and neither do any of the other flashes, it would kinda beat the point of the Flash if he could be everywhere at once (look at Kingdom Come Flash for instance). If Flash can speed steal immeasurables because of composites and what not then Flash handily takes this.
