Atsushi Possible Upgrade

So the Bungou Stray Dogs movie which is canon introduced a Dragon that was capable of destroying Yokohama and Tatsuhiko Shibusawa who was somewhat comparable to the Dragon was defeated by Atsushi when he got his new form. Even though Atsushi didn't beat him on his own, he should be at least Multi-City Block Level. What do you guys think?
