After the explanation of how Astas absorption works, I'll vote for Naruto. Naruto has a ridiculous amount of chakra that he can continually create a cloak as astas absorbing it. He also grows stronger the angrier he gets, and he already has a good AP advantage as it is.

Yeah, so when he is no longer touching Naruto it wont be negated, which means Naruto can get his cloak back.

@Itachi don't forget he can use 2 sword at the same time. So even if he regains his cloak instantly, he can still negate with one knock Naruto with the other
