Ok so i read that and it's apparently:

Not only does it kill the target, it eliminates all "wrong" futures where the given target survives.

This is has nothing to do with nuking the multiverse, this is just killing you in all futures, something along the lines of what Ikki did but it wouldn't work on a desperado.

What would work though is the killing, just killing Xiaoli with the bullet will work, however she can just burn the bullet to ash. And that still doesn't help Ashen act in Xiaoli's presence.

It does literally kill those timelines yes, thats what killing those futures means in the context of AHoMD. This isn't something like fate

Because she would need to nuke the multiverse. Meaning she can't/doesn't need to use it any more than once if she uses the bullets once no other universe exists, everyhting dies.
