King Kong has no way of damaging Arale dur to her massive AP advantage, as this is her scaling chain:

BoG SSG Goku = RoF Base Goku = 220 * Baseline
SSJ Goku = 11,000 * Baseline
SSB Goku = 550,000 * Baseline
SSBKK10 = Future Trunks Saga SSB Goku = 5,500,000 * Baseline

From what I see King Kong is baseline, so she one shots, but he just resurrects after 75 seconds. This might be inconclusive

Generally we assume any character can hold back their strength to unrealistic levels unless they're specifically shown not to be able to considering the sheer amount of logistical issues that would arise if that wasn't the case.

Plus if he grows in power eventually there's gonna be a sweetspot where she can KO him.

Yes, but there is literally no situation in which Arale will not defeat him before that. Also we don't assume RPL doesn't have a cap by default I don't think.

She might not realize Kong is getting stronger each second they fight and Kong could defeat her then. Not saying Kong wins, just saying he has valid wincons and this is not an inconclusive but Arale wins.
