other than the fact that Elsa can use her abilities with far more ease and proficiency compared to the first movie, nothing really changed

This has been under discussion for a bit now. Elsa is getting a downgrade, as her previous speed feat was a gag feat, and her freezing all of Arendelle is now considered Environmental Destruction. Elsa's primary AP now scales from the gigantic ice wall she created at the end of Frozen 2, and her speed now stems from catching a crossbow bolt mid-flight in Frozen.
