Sche's the first one to be famous for creating (and telling) stories.


Her summons are characters from her stories (and many others too, because they're arugably inspired by her or directly attributed to her) that will fight for her. Her NP is a limited recreation of her stories--as she tells the story, the world the story takes place in is recreated--her storytelling literally fools the world into believing her tales are real and actually happening as she tells it.


So yes, that is how her NP works.
