Why is it Cell Saga? RoF is much more fair.

Jupiter should win this.

AP: The AP is honestly really negligible now that Piccolo's High 4C+ feat was downgraded, but it's not all that big in Jupiter's favor either so hardly an issue for either.

Skill: Piccolo absolutely wins here, he has far more Expirience as a fighter then Jupiter even at the end of her series, but she is no idiot herself of course.

Abilities: This is where it goes straight to Jupiters favor, her Type 8 Gurantees she won't die, but Piccolo can definitely use his superior skill and Mafuba to bypass that, but whether he'll figure either if those out is an If.

Of course from there, her transmutation can give her the win if she gets a hit on him, and she can spam ranged attacks....ALOT

Due to her sheer versatility she takes Cell Saga Piccolo Mid Diff at the Max, and High if it's RoF

Seriously change it to RoF, not sure why it was Cell Saga.

Abilities
Type 8 + her dura make hard piccolo for K.O her but he can mafuba and call it a day Jupiter is much more versatile, she can manipulate Cloud for power up her own attack, Lightning Spam and Kill piccolo (bypass Dura and the Regenerationn of Piccolo is useless) make Storms, Goe in outer space. If piccolo fight her in Hand to Hand, Lightning based attack physically and The Holy Sword who can Transmute into nothing the opponent make an advantage for her

If she somehow had the durability where Piccolo can't severely harm her when they both scale off being far superior to baselines then either she's Large Star+ or he actually can do significant harm.

Since the latter makes far more sense, yes, he can do good damage to her.
