This is actually a stomp in Galen Marek's favour.
Ahsoka's Tier 5 key is for her Padawan self. This is because Legends only has Ahsoka as a Padawan and nothing further.
Galen traded blows with and defeated one of the six most skilled Jedi of her era (Shaak Ti) and is overall equal to Darth Vader. He thus scales slightly above Dooku, who can easily best Ventress (against whose level of characters Ahsoka can only put up a defensive effort).
Galen is a vastly superior lightsaber duellist (High Councillor level), vastly more powerful in the Force, and he has tricks up his sleeve which Ahsoka has no answer for.
