Because they all devils resist mind hax maybe? It's like saying why no one uses guns in dragon balls. They are just ineffective in verse.

Not exactly. They know others resist it. It's like saying we assume we won't die if we go out if the temperature is 10*C. We don't assume, we know that that's not gonna kills us, because of the sole reason of "we are humans".Ricsi-viragosi said:

Same thing here. They know it's pointless to use their mind hax on anyone because they know they will resist for the sole reason of "same traits", they have the same traits as they do so ofc they would resist. Same as how they would know that any supernatural being has some degree of supernatural strength. Against something unknown like DIO it's arguable.
Also we'r counting potency and stuff here, not making a debate. So yeah DIO is not strong enough to overpower all of DxD due to the mind hax and some other stuff, how likely they are to use that doesn't make them weaker.

What. Don't start again now. Ophis was born in, and can exist in the same nothingness. Doesn't passively kill people by being close to them. Same for others that can survive and exist there like Ise with the protection of the Boosted Gear and Vali with Divine Dividing.
Plus like I said before, you can't give them resistance to mind hax like that even if it's likely. Leonardo and Yasaka have been controlled before, and Azazel's experiment tampered with the memories of devils. Additionally, another fodder hax like sleep inducement worked on Grayfia. I know for a fact that I'm missing other instances like this, but they don't come to mind right now.
So you can't slap resistances on them without solid proof. They don't mind hax in character, simple.
