An EU key for the Death Star 1

So I propose a second key for the first Death Star for the fact in the book Death Star (pretty sure it was this book) the Death Star destroyed a prison planet with under ten percent power. It's first shot was four percent and obliterated the surface of the planet. The second shot destroyed it completely. And they only charged the second shot to about two to three percent.
