Altair Upgrade Again

Pretty straight forward, aliceteria's attack is calc at small town level which scales to everyone in the series really especially altair, selestia tanked that attack and was fine afterwards, same selestia who was getting beat up by mamika, who got stabbed by altair, altair also tanked mamika's strongest attack as well.

This scales to altair's base.
