I see, Well his sentient innocence pretty much has a mind of it's own and can continue to protect and attack for allen even while he's in an unconcious state
 
Soo velvet would have to deal with continuous attacks pretty much every time she got close, plus allen could switch his innocence into the machine gun mode and gun her down from medium-long range. And velvet's main potency comes from her viscious close range comboes
