It's probably because they don't really display anything impressive other than powering through some injuries that any soldier could probably do too.
Should I just put them at Athletic for now with a brief justification saying that they semi-regularly fight people and endure being injured, or should we make a CRT and actually collect feats before doing anything?

I'm fine with whatever process you choose.
You can do the first option as a temporary solution, and then do the latter at your own pace.
Or you can just go straight ahead to the second option whenever you want.
But I don't know about Lucifer stuff, so I won't be able to help much with the discussion of feats.

I'm not sure what our standards are for assuming stamina on High 1-C characters so I just put it as unknown for that key.
It's all "At least" because these characters famously barely show any feats near their canon power (it's a low-budget live action show).
I'll create that discussion thread now, and you can consider this resolved for this thread.

I don't nessecarilt think they can be separate keys because the people who made the underworld reworked ( that's the stand-in for the real game that I'm using for the analogy) have nothing to do with people who made the original game. Underworld Buick is a fan project inspired by the original game and know people who worked on underworld worked on underworld re worked

I’m not entirely sure. The Uncle Scrooge comics are vastly under-researched and I think this guy should have a massive overhaul in general when Scrooge himself gets revamped. It’s likely that he’ll be comparable to comic Scrooge, who is currently listed as Superhuman, but this guy is largely an unknown to me. At least I know of The Phantom Blot. This guy, I’m drawing a blank on.
