It depends on where the battle takes place.If it is a city,Mercer without much problems.I would give that to Mercer if it wasnt for Naruto's clone spam.I think it is better to precise place of battle..Inconclusive for now.

Then Mercer takes it mid diff via regen,various weapons,stamina and better stats.

Don't see how Naruto can bypass Mercer's regen unless he use rasenshuriken which unlikely since we use his 8-A form aka One Tailed Kid Naruto, Naruto might able to use shadow clones spam to overwhelm Mercer, but I doubt all thoses punches and even rasengan is enough to bypass Mercer's regen and Mercer won't stand idly and let Naruto and his clones to attack him so yeah, Mercer take this with quite difficulty.

To be fair, the more damage Mercer takes the less effective his Regenerationn becomes. When he healed from a single cell he was completely drained.

Naruto got upgraded to 8A normally,so,I change my vote,Naruto can spam him with clones.

Problem here is that the fight takes place in New York due SBA. Alex knows the layout of the city. That means Alex can just lead Naruto around to cramped areas to reduce the clones' effectivness.
Also, Alex could just run and hide in the crowd due to his shapeshifting. Not only could he ambush Naruto, he could covertly absorb others to regain biomass.
Even without those advantages, Alex can still deal with clones. He's used to dealing with hordes of enemies. His whipfist or hammer fists will easily clear waves of Naruto's clones. Alex can also just use his armor to mitigate damage.
So really, Mercer has more than enough to win.
