After Heller consumes Mercer, his power increased to the point where he could destroy all of Manhattan. That would put him at 7-B at the end of the game. While he was fighting Mercer, those two are evenly matched for most of it if Mercer could give Heller the power to destroy a city, wouldn't that put Mercer at 7-C and Heller at 7-C before he consumes Mercer?
