Scenario: Akuma is walking through the streets of City Z, looking for powerful opponents to fight. He has been in the OPMVerse long enough to know that causing destruction will usually draw out powerful people (though he has never seen Bang fight before, and has no knowledge of his fighting style or abilities). So, in an instant, he throws his fist into the ground, wiping out a couple city blocks around him. The devastation reaches Bang's dojo, drawing him out to deal with what the city speakers are calling a Dragon-class threat.

Their overall Tier is equalized to 7-B (i.e. City level). Their individual speeds remain the same.

Akuma: 1 (SlendVeny)

Bang: 0

I think Akuma's control of the Satsui No Hado and his ability to match Ryu(a fighter without significant weaknesses) while holding back shows his superior skill. Besides, Shin Akuma gg.
