but even by that you can't denied the scale of her feats is pretty much so outclass by other Tier 2 to Tier 1, and even Tier 2-A like madoka is has show ability to completely rewrite the entire infinity number of universe, that why she is 2-A, not to mention there are no confirmation about more than one universe in medaka box.

Yes. But we have one problem - she never shows any powerfull skill. Erasing a point of light from the sky - her biggest feat. And it's... pitifull. Really.

and last many of her skill is just sounds like reality warping user ability, and if only her skill is true then she maybe can become a good opponent for thing like the Fury.
