He can. But if Acacia starts with Time Stop + Dura Neg, he won't be able to.

as far as I remember Neo Acacia doesn't always start with Back Channel (Correct me if I'm wrong)

Now I understand how it works. But in that case, what if the back channel is restricted?

You can't restrict core abilities of a character, if you do so this thread can't be added to the profiles and would be moved to Games and Fun.
Even under the Games and Fun context Saitama has literally zero way of bypassing Acacia's High Regeneration and would literally get outhaxxed by Acacia to kingdom come.
This just isn't a good match up in general.
