I do not see why this should be reserved for Tier 1-A, for example to return after being erased of the non existence can very well be for the characters 3D / 4D I even know a character able to return after being erased non-existence . I agree that for most of the cases, it concerns High Dimensional characters but there can be exceptions

Perhaps something like this:

"True Godly: Able to recover after being erased from both existence and nonexistence. Only characters that can regenerate from a beyond-dimensional (Tier 1-A) substance can qualify for this level."

This makes sense, since in the note on Regen page says "A character needs to recover from complete Outerversal desctruction" for the True-Godly Regen
