About this scan of Baldur power

I recently scroll through Comicvine and see this scan.

They said this come from God of War Official Novelization. What does this mean? Is it true that Baldur is stronger than everyone Kratos ever faced in Greek?

This is essentially centuries after Kratos had fought any kind of god, so it makes sense that he'd become no longer used to fighting gods, which of course is remedied by the events of GoW 2018
 
This is explicitly in reference to Baldur's regeneration and that Kratos has slacked out massively on his training and is insanely rusty. Kratos is nowhere near the power level he was in GOW3 because he's made an effort to hold back on it to not become that monster again.
 
Imagine the scaling if Ragnarök didn't establish that Old Kratos is rusty compared to his younger self.




It would be a royal mess for sure.
