About Sinbad's plain and his tier

A really terrible job is being made explaining everything here.

The whole point of Sinbad's plan resides on the magic formula made by Ugo, that made David completely and utterly aghast at at his achievements after his failed attempt gaining control as God.

After Elder David infiltrates the Sacred Palace, takes over it and yeets Ugo out, he is restrained right away by Ugo once more, and left helpless. Extremely confused, he asks what the hell is happening, to which Ugo explains that this is a result of his curiosity and too much free time, where he found out a way to trade ranks in the infinitely rising hierarchy of Gods. Ugo used this to, in his own words, become a God that exceeded God and take control back from Elder David. As further proof of this, when Arba awakes on the Sacred Palace and asks for Ill Illah and Elder David, he points to Ill Illah and David making a "lower order world" in a small fish tank, with its own cosmos with life.

Rather, Ugo had already stated since before this accident that he was a dimensional level above the magi universe, so he became one level higher than his previous level when David took over the Sacred Palace and Ugo stopped him by becoming superior once more. Sinbad only stops him from interfering because he's incredibly mentally broken and David makes an illusion of Solomon to keep him out of the way,

Using the rukh of the whole world, as I can remember, isn't necessary. It is just something Sinbad wanted to do for his own desires.
 
The rukh in the entire world was necessary to completely break the dimensional barrier, Ugo explains this, as a small bit can make a small hole for communication but destroying it entirely would more or less take all of the magoi, hence turning Solomon's world to Rukh again.

But the hierarchy changing magic of Ugo doesn't need or rely on any of that. And we would need to assume Sinbad can use it since destroying the dimensional barrier would allow him to go in, it wouldn't just make him equal to a god 1 dimensional level above him.

As far as I recall, Ugo explicitly only ascended a single step on the ladder above Il-Illah, and it required tremendous amounts of Rukh to ascend higher.
 
I am talking about the formula that make gods switch ranks among themselves. Ugo was the only one among the trio that had actually put the swap hierarchy ability into practice and swapped with a higher god
 
Yes, but he never put it into practice at higher levels than that, nor did he intend to.
 
Well, that is because of the plot. It was more centered around Sinbad breaking the walls and moving to higher dimensions. I am using Sinbad statement here. It says
"The Universe is made up of countless"
Layers of worlds with different gods
existing in each of those worlds and
Ugo obtained a frightening ability to
switch places in the order"
This is Sinbad statement. Ugo didn't do it doesn't mean that he couldn't. He was restricted by plot and he didn't use the ability again.
 
Well, he never had the intention to do so, and also stated that he needed massive amounts of Rukh to ascend even a single step.
