Even if Sasuke gets scaled, it should be with prep. Regular Hebi sasuke is nowhere near city level

I agree with the slight upgrade so basically City level via Kirin for Sasuke and Itachi Susano durability gets upgraded to City level as well nice. I think thats all persons that will be scaled from it.

Well, since the calculation that you linked to does not give any energy value, you will probably have to repost it here as a blog (credited to the original poster of course) with an extension in this regard. Then the characters can be scaled from that.
