If it has feats of doing so, yes.

I mean if your attack reflection reflects blasts and the transmutation is in a form of a blast, then yeah. But if it's like Bill's snap then probably not.

If the power itself is not automatic, and its a bullet/blast-like attack, it can be deflected regardless of it effect, depending of the nature of the passive attack reflection.
