Passive doesn't need to be activated its just always on. Active is just that the ability can be activated at any moment.
Kamui from Obito is normally dormant until he gets attacked, at that moment its active. Gojo's Limitless from JJK is always on unless he turns it off, otherwise its active at all times, but its generally a passive ability in the sense Gojo doesn't require activation at the start of a fight. Daemon's attack reflection from Boruto, is an active ability at the moment someone shows killing intent.
Basically the main difference is activation or triggers.
