Because when he knocked out Whitebeard's crew, he specifically states that he released his Haki because they are an enemy crew.

There are other instances, such as not knocking out Luffy nor Uta (when they were children), or the pirates that insulted him in the first chapter.

Uhh not if he's using conquerors haki no, he always has danger sense and can see the future via observation haki so that's very unlikely as well

Observation haki, when unlocked, gives you many new and improved senses...
