Question about how immeasurable speed work

I'm kinda confused about immeasurable speed
Who has immeasurable speed can dodge an attack that already has been struck
So how can they do it, exactly?
If they got hurt by an attack, how can they avoid "hurt"?
And if they could dodge it, did that mean they could dodge after got hit by passive always active hax?

I think like this: A normal character can only see the present and predict future. If an attack has been struck, there is no way to avoid it. While an immeasurable character can sense the past, present, and future.
Depend on the character, they can even see the delay to other "slower" immeasurable speeds.
If it's some infinite speed characters, they will die without any chance to react. Anyone without immeasurable speed didn't know when or how they died
