About Paper Mario's tier

This one had been confusing me for some time. Hasn't paper mario been able to use pure hearts before? And on top of that Mario can wield it making him 2-B, but why isn't Paper Mario 2-B? Im most likely missing something but I would really like an explanation on this one, thanks.

Wouldn't be indicative of his usual stats, that would only apply to him with the Pure hearts, which is something he only ever used once. So yeah, he is 2-B with the Pure Hearts iirc, but the profile is for his usual standard power.
