About Naruto's cellular destruction

I've heard many people claim that he has attacks capable of doing so, i don't doubt this however i do have a question about it. Does it work on opponents of equal or stronger strength? IIRC Ki from DBZ is capable of atomic destruction but it only works on Weaker opponents. Just curious to know if it can actually be used on someone that is stronger or just as strong as Naruto himself.

I think it would still have to be strong enough to pierce their skin. It's made up of microscopic physical wind blades. It's not like the Hyuuga gentle fist where they use chakra itself as a weapon and can bypass the skin entirely to attack the chakra network/nervous system.

It's the reason it didn't work against the 3rd raikage that well.

and no, it didnt work on raikage because he has chackra cloak (not the tailed beast kind) whit no cells
