About Aqua's Lifting Strength being Class M+ for Kingdom Hearts...

Hmm. Everlsating is the one more appropriate for this but given that i've also played some of it's games (one of them being BBS), might as well try to answer it til' he gets here.
To put it more simply, i think it's something to do with everyone being on a similar to Sora. Likely all-around given that everyone has about the same scalings more or less due to various scaling reasons in one way or another.
That....or Aqua is just one of those characters who can hold back against blows from the likes of Ventus-Vanitas and Terra-Xehanort....and just Terra.
Like i said, i think Ever's got the best answer for this than me really.

It all comes from scaling from Sora and him overpowering the Groundshaker when restricted to his lion form.
Most, if not all, Keyblade Wielders in the series have roughly the same stats with some exceptions (Ventus being faster or Terra being physically stronger), but it's not a drastic boost that would warrant different tiers.
