Ablation Speed of Objects from Space Besides Meteors

Hypothetically, if a Space ship in space were to fire a giant rod at a planet and the rod ablades during re-entry, can we apply the 11000 m/s speed to the rod for Kinetic Energy?
 
The speed we use for meteors comes from them entering from the extremely distant reaches of Earth’s gravitational pull, so you’d need the ship to be positioned at similarly high distances. For reference, even at a distance of 100,000km from Earth’s surface the object would impact at speeds slightly below 11km/s.
If you know the distance it fell, calculating the PE is pretty easy with an integral calculator.
You want to integrate
G*M*m/x^2
Where G is the universal gravitational constant, M is the Earth’s mass, m is the object’s mass, and x is the variable for integration
Your lower limit should be 6371000 (Earth’s radius in meters) and the upper limit 6371000+y (Earth’s radius+the height dropped from in meters)
