Finally a twin peaks battle where we can use street level characters.

anyway detective cooper wants to arrest the star spangled bastard for being an actual bastard/fat bastard and a dick to everyone.

Fat bastard won't have it and wants to kill cooper.

BOTH ARE TIER 9 (Physical world/season 1-3 Dale Cooper)

Both are bloodlusted

Both have knowledge of each other but no prep

battle takes place at the national mall but at in the rotunda of the smithsonian natural history museum (where that elephant is)

they can either incap each other or kill each other. your choice (although it says above that bastard wants to kill cooper. you can make it so that the bastard can just incap him. the above is just a story i made so choose either option if you believe it makes it more fair)

A meseum is still not a great place to fight with a bike Dale can take cover behind many things thus limiting the other guy's mobility

One good gun shot and Dale can die too his supernatural luck is not that amazing that it will change the trajectory of a bullet so the Bastard does have wincons

also i can equalize speed if it's fair though they do have same speed.

also you said tier 10 but the bastard has 9-C durability. (HE TOOK MULTIPLE GUN SHOTS AND DID NOT DIE)

plus they both have knowledge of each other. and the bastard has a chance of shooting and killing dale.

dale's not an immortal/invincible dude till he was in the red room and stuff
