Am I allowed to freely make a battle on the Versus Threads or are only a select group of people allowed to make battles?

Anyone can make a Battle I'm pretty sure, you just need to make sure there within the same tier range, and it's not a total one-sided stomp. No Tier 1-C vs Tier 1-B for example

Like SpaceMan said, anyone can make matches, just look on their profiles first so they can have the same tier, and that they aren't smurfs abilities (example: X character is tier 7-A but has death manipulation that works on 2-B or higher characters).
But if you want to make some weird matches with strange conditions, big difference in abilities/tiers then make the thread in the Fun and Games section.
