Question about the Combo attack standards

So simple question. Lets Say character A is firing an attack with an AP of about 3 kilotons of TNT cause that’s where they already scale.

Then group B. Consisting of 3 people perfectly cancel out character A’s attack with attacks of their own
It is allowed to say the individual members of group B scale to 1 kiloton each assuming they each did about equal contributions? Or do they not scale at all? Or do they actually get At most ratings while it’s clear they all downscale heavily?
