A High 1-A turned 1-A by a Tier 0

So basically if a tier 0 were to demote a High 1-A to just 1-A and made them more limited, then restored theur position would the High 1-A still be High 1-A? Because for all intents and purposes, none of that would have ever happened if it weren't for the Tier 0 doing it. No one or thing else could possibly do that to the High 1-A, and it seems like it would fall under the "is limited by a tier 0" weakness most High 1-As have.
 
I think it would have to force other limitations on them, which would basically translate to "they always had the limitations", meaning they're 1-A and just 1-A.

But considering how paradoxical a tier 0 is, you should ask someone else.
 
Why would the High 1-A "always" have had those limitations if a questionably omnipotent had to forcibly put them on?
 
The High 1-A would be 1-A when placed with the limitations, but if taken back, they'd still be High 1-A. That seems to be what's up here.
