This is Base PF Batman, and Terry has his Suit. Both have access to all their equipment that doesn't surpass 9-A. Speed is equalized.

I don't think any of those scans show anything beyond 9-A; from what I see he wasn't even near the epicenter of that explosion.

Bruce's feat is 14.2e+7 Joules

Terry is >> 5.78e+7 Joules

Bruce has around a 2x AP advantage and has way more stamina

and i don't think Terry's skill and experience is even comparable to that of Bruce

also their equipment is comparable, it's not going to be a game changer

I vote Bruce for this reasons

It says this on Terry's page, Terry with the Batsuit on should be vastly stronger than Bruce in his physical prime.

he doesn't use a lot of his powers in-character

this are those that he uses:

Superhuman Physical Characteristics, Flight, Blood Manipulation (Can fire waves of blood projectiles and a blood-based laser beam, which can have slight homing properties), Fire Manipulation, Summoning (Can summon the Fallen, Kamikaze Leeches, the Super Seven Deadly Sins, the Four Horsemen, fallen angels, and other bosses), Transformation

his best hax is summoning, and i'm pretty sure you can restrict it

Some that were suggested in the recruitment thread where Spinosaurus (Jurassic Park), Batman (DC Extended Universe), Misuzu Kusakabe, Death (Crusader Kings 2), Satan (Binding of Isaac), Deadpool (FOX) and Surtr (Fire Emblem); if you need to replace Batman, you have a lot of options.
