So if a character somehow displays a showing of destructive capacity that borders on Small Planet Level and Planet Level, do we put it at Low 5-B or 5-B?

The tiering would still be Low 5-B if calculated though the AP would be Small Planet level+
If not calculated, it would be At Least Low 5-B
Also, your question is contradictory. Something cannot be borderline Small planet and planet simultaneously. The other ratings are closer to one than the other.

My point is that the peak value for Small Planet Level is the exact same as lowest end Planet Level. 2.487x1032

One Megaton is both Large Town Level and Small City Level at the same time on the AP scale, so I'm assuming we use Large Town Level then?

No, your question is revealed to be based on the limits of the particular tiers listed, which is not what my reply was aimed at.
To make it simple, the lower limit of a particular tier is its true starting point and the upper limit of a particular tier is just before the highest value, hence 1 Megaton is small city. However, anything less than this, but greater than or equal to 100 kilotons is Large Town level.
