3-B Stats for Vegeta

Why is Vegeta listed at "At least Multi-Galaxy level+" during the Battle of Gods Saga via scaling from Goku, when Vegeta was weaker than 1% Beerus?

The stat could only be reasonable for Revival of F Saga.
