You'd probably be better off grabbing supporters of whatever verse this is, so they actually acknowledge it and you can maybe get answers.
 
He doesn't actually scale to Kokushibo. Simply put, Mui got completely folded ass backwards by Koku in the manga. Koku evaded all his strikes. The one time Mui got close, Koku casually slapped it away and used the momentum to impale Mui with his own sword. And the only time he actually hit him was when he was pinned down by Genya and he was getting help from Sanemi and Gyomei at the same time.

Sanemi and Gyomei get to scale to Koku because they could somewhat trade blows with him, to the point that he decided to get serious. Genya possibly scales to Koku because he pinned him down with his Blood Demon Art and managed to puncture his skin to suck out his blood. Mui has no such feats without outside help.

The most he has is his reaction speed with the Demon Slayer Mark scales to Koku because he could finally perceive grandpa's attacks.
