You're mixing Toei continuity with Manga/DBS continuity. We never saw Frieza in hell before RoF in the manga
Also, this statement is also contradicted within the Anime itself, as:
1) Goku falls into hell while traversing Snake Way on the Anime, and we see people down there
2) The Ginyu Force arrive at King Kai's Planet after their death despite their evilness
3) We see many villans from the past in the Otherworld after Goku's second death, such as The Ginyu Force (again), Frieza, King Cold and Super Perfect Cell
4) All of these villains + Babidi appear in hell (again) while watching Goku fight Kid Buu in the anime

Then show a manga panel confirming this, since what you showed is a scene from the Anime
Also, the Earth Hell basiclly hosted every evil soul who died on Earth in the linked you showed, so it either don't erase them, or everyone have resistance

Goku isn't in hell. Goku was always in heaven and didn't ended up in Hell at any point in canon

Not really, since Hell it's previous to the cleansing and erasure.
Also, if they were erased, how do they still exist in hell with their original body and memories?

I couldn't find it, sorry. But either way, it's the same thing Piccolo said.
They aren't erased, they're cleaned. They're sent to Hell in order to be cleaned until they accept the "torture" and then procced to reincarnate. Frieza stayed in Hell for decades because he refused to be cleaned and therefore, he never reincarnated.

I'll say this: It's an interesting line of argument, but this soul cleansing machine seems to be a minor point in the series overall, I don't know much about it, and to be convinced, I'd want to see the official translation, or the original Japanese, of the Piccolo/Vegeta discussion given above.

Would help if we saw the explanation on frieza's hell because I remember it being made for him and only him, implying he didn't go to the cleansing machine.
