Vegeta also never got cleansed despite what Piccolo said, so this make Piccolo's statement more dubious
 
Wasn't the reason freiza wouldn't go the same process as vegeta because he was ...too evil for it to happen to him?
I don't think this was ever explained. This is the only thing we know about Frieza's Hell and it still doesn't explain much.

This doesn't really disprove that Frieza would undergo the same process. The only reason Vegeta was allowed to keep his physical body was because King Yemma allowed it so he could fight Kid Buu. After that, Vegeta was resurrected because he wasn't evil anymore.

Scan? Also Kid Buu wasn't a thing yet when Vegeta died and when he returned

This is one of few statements we get regarding the Afterlife in the original manga; including Goku commenting on its lack of time, Goku stating that if the deceased Vegeta were to die against Kid Buu, we would be erased, and the SEG stating its gravity is a hundred times stronger than Earth's. We never see the process in action, we never see a Soul Cleansing Machine like in Fusion Reborn, nor is its existence suggested, and this is the only time something like this is brought up.

But, obviously, this didn't happen to Vegeta, as he could be brought back to Earth by Baba, and this didn't happen to Frieza, because he retained his body; on that note, one of Toyotaro's sketches depict Frieza, Sorbet, and Shisami all in Earth's Hell, although this is just a sketch.

This is a totally different thing. It's not that the process didn't work on Vegeta, it's just that it wasn't applied to him at all.

King Yemma doesn't like Frieza, and doesn't keep him imprisoned willingly (he even tells Goku to get rid of him outside of Earth so he won't have to deal with the problem).

The Sorbet and Shisami thing is just Toyotaro being Toyotaro.
