They start 10 meters apart,directly facing each other.

Both have all optional equipment.

Part 4 Jotaro used.

That being said,freezing time with VATS will be a likely thing to do. He has guns that neg dura irrc by firing radiation/destabilizing molecules.His 8-C weapons are prob baseline or something,laser rifles can turn giant two story crabs into ashes.The mininukes should be superior to that.
 
Yeah, it makes a lotta sense, then it goes down to who activates time stop first, Courier with V.A.T.S or Jotaro with ST.

If courier activates V.A.T.S first, he turns Jotaro to ash using Tri-Beam, if Jotaro uses ST first, he donuts courier.

I'm feeling kind of Incon tbh. V.A.T.S also shows the Targets Statistics and Resistances too certain things as well.
 
V.A.T.S. is the same way, at least as far as one can tell, it happens instantly without any motion from the player. Given that, I concur inconclusive.
 
The courier’s profile was supposed to be updated. I’m not sure if it was yet or not. Should point out while the courier has durability negation, his only 8-C weapons are mini nukes.

Though I’m not sure what stops the courier from just telling Jotaro to leave. He has really good social influencing (can convince someone that has been trying to murder them for years to stop trying to do that and have them work with them) plus fear manipulation. Along with his insane luck (he can permanently get kicked out of every casino in new Vegas because they win too many times in a row and they can tell a computer a completely wrong passcode and the computer buys it anyways through sheer luck) and Jotaro doesn’t immediately open with time stop. He uses it a bit in this key, but it’s not his immediate opening move.

If Jotaro doesn't open with time-stop, The Courier often does, in which case V.A.T.S. also allows him to know exactly what Jotaro's durability is as well, allowing him to get an almost guaranteed solid hit in with whatever weapon he determines would be sufficient.

And you're right, The Courier's absurd luck manipulation is too often overlooked. Either Jotaro will be persuaded, or he will unluckily choose not to stop time and get blasted by V.A.T.S.

I'm changing my vote to The Courier.

"A bit" is an understatement. Even though I haven't read or watched anything Jojo-related in a while, I'm certain that Part 4 Jotaro uses it almost all the time, and tends to spam it in fights he knows he has a chance of losing. However, since this is Courier Six, and since he's a RPG protagonist, that means anything goes. So the battle will start with him likely both high on Turbo and Med-X. Not only can he already deal extra damage with critical strikes, but his luck also gives him a higher chance of landing those critical hits, and V.A.T.S increases his chance of getting a clean shot on his opponent as well. Speaking of luck, Mysterious Stranger and Miss Fortune also exist, whew. So in conclusion, Jotaro's fight was rigged from the start.

Courier takes this because of my reasons and the reasons other people in this thread have said.

Huh why do I feel like the Courier persuasion and luck is going to help him in a lot of fights from now on?

Also I thought energy weapons were also 8-C or higher because of the Mirelurk Queen?

I have no clue why it has never been a big part of fights before. The courier’s social influencing is definitely combat applicable he can convince: People that hate him and been trying to kill him for years to somewhat be his friend and join him, insane super geniuses that want to steal his body to not do that, and can literally stop a war dead in its tracks by convincing the leader of the enemy army that his war would completely fall apart on him. Plus the Courier’s fear manipulation comes from his social influencing and he can make a group of pissed off brotherhood paladins immediately run away terrified by saying a single threat (by the way if the current revision go how I think they are going power armor’s durability is becoming 9-C (which I personally disagree with) so these paladins all could one shot the courier).

Combine that with his insane luck and intelligence and he should be able to convince most people just to walk away, or scare them into leaving.
 
Idk if Jotaro could be effected,considering talking isn’t going to be the first thing that he’ll consider irrc
I can think of many times Jotaro has talked mid fight to his opponent. And while he doesn’t talk much, the Courier can talk down legate who was also a ‘straight to the point’ kinda guy (remember this is the guy who introduced himself via crushing a guys head in, if you meet him in the legion, the only reason he talked to you at the end of the game was because he was curious about you). Plus the Courier doesn’t need Jotaro to start the conversation, he himself could just start the conversation with terrifying presence. If that doesn’t work the courier still has an insane amount of luck, stealth (which wasn’t mentioned earlier), and he is more likely to go for vats. Jotaro uses time stop, but only when he needs to. I don’t remember him ever opening with it in part 4 and instead waited until it was truly needed (even when he was annoyed by Josuke he only went for time stop when his guard was broken, not immediately).
 
If Jotaro gets in range he kills the courier in one hit. It’s just very unlikely he’ll get that close.

Because according to the downgrades bullets consistently pierce through it with little difficulty. Granted bullets have pierced through it some times in the story, but me and many other people view that as an outlier. Especially since the courier has a statement explaining even the visor of the power armor is bullet proof.
