Yeah gonna give this to Pikachu. Pikachu's maximum potential in the anime is capable of handling trainer-owned 'low-tier' legendaries and he can take on multiple psuedo legendaries in a row. He also has access to Electro Web which is a highly versatile move that gives it a strong edge tactically.

Does Pikachu have access to Ash? If he does then he can use multiple possible Z-Moves which puts it more in his favour.
