Just to finish off:

1. Is there a weaker 9-A?

2. Do you even think Firefly is even a 9-A in AP (he should be pretty solid 9-B)?
 
Vulture is in no way a weak 9-A. He has a solid range game, shields, great hit and run tactics, and far higher mobility than most 9-As.

Weak 9-As are like Lincol and Angel Dust

Firefly is 9-A solely by AP, aka a glass cannon. His 9-A scale

His 9-A scale... to what? (afaik his 9-A is achieved by launching all his rocket launcher missiles or his firefly missiles all at once)

Or is GI Joe Firefly the weakest 9-A by having a 9-B dura?
 
He may be the weakest via dura actually, idk. He still has major range which via SBA atleast helps him dominate brawler 9-As
