I can't really upgrade without a true consensus, and the results were mixed. The math was accepted. If accepted logically, then it scales to all Pokemon that are currently tier 7...
Round 1:
-Speed equalized
-Both bloodlusted
-Normal Raichu
-Both Pokemon have all of their moves that they learn from levelling up, as well as their natural abilities
Round 2:
-Same as round above, but with 8-A Porygon2 and Alolan Raichu.
No idea why, but it's Building level+ vs a low end of Large Building level, so it's fair

This is the first episode. During the Spearow scene. When lighting strikes the ground, in that flash, Pikachu runs from where it was to Ash's shoulder, jumps from there, and uses Thunder(?) on all of the Spearows. Again, this happens in the flash that happens when lightning strikes the ground.

This is an upgrade to our favorite electric mouse Pikachu. Pikachu Anime-wise has fought a regular AND Mega Lucario multiple times throughout the anime. So I've wondered why Pikachu never scaled to him seeing as Lucario himself in BASE is High 7-C.

Pikachu should be in at least tier 1-C because in episode 38 electric soldier polygon, he caused 100s of people to get seizures via a thunderbolt attack. This means that pikachu can use attacks on a multidimentional scale thus he should be in at least tier 1-C.
